Europe's action on climate change trailing behind its rhetoric?

According to a new study from Oxford's Smith School of Enterprise and the Environment, "Europe is failing its own climate change rhetoric. The European Union's 2020 emissions reduction target of 20 percent is a "random target not backed by credible evidence," claims Professor Dieter Helm, sayin it is "unsound and ignores the current use of coal."
